Connecticut doesn’t have a generic doctor shortage story. It has a specific one, and OB/GYN sits near the top of it — publicly, legislatively, and by name. That’s worth understanding in detail if you’re an OB/GYN weighing a move here, because the state isn’t quietly hoping to fill a gap. It’s actively building policy and incentive programs around this exact specialty.
In 2023, Connecticut enacted a physician recruitment visa program and explicitly prioritized a short list of specialties for it — neurology, dermatology, and OB/GYN, according to reporting by NBC Connecticut. This is almost certainly connected to the federal Conrad 30 program, which allows each state to sponsor up to 30 international medical graduates per year for a J-1 visa waiver in exchange for a service commitment in an underserved area — Connecticut’s own Department of Public Health sponsors 30 physicians annually through this mechanism. The state naming OB/GYN as one of three priority specialties, out of every specialty it could have chosen, is a direct signal of where the need is most acute.
The state legislature is treating this as an active, current problem, not a settled one. As of 2026, two bills — Senate Bill 9 and Senate Bill 1228 — are working through the Connecticut legislature specifically aimed at addressing the physician shortage, with officials openly discussing incentive models used in other states — Kentucky’s $80,000 award for a two-year underserved-community commitment and Oklahoma’s $15,000-per-year medical student support were both cited directly by Connecticut health officials as models worth considering.
This isn’t a hypothetical or future-facing shortage. Connecticut health officials describe real, current pockets of the state where patients are already struggling to get appointments — areas formally designated as Health Professional Shortage Areas (HPSAs). One state health official was blunt about who bears the weight of that gap most directly: it’s leading to physicians not being able to see Medicaid patients, “some of whom are the most deserving and needy patients in our state.” That’s a direct, on-the-record acknowledgment from within the state’s own health leadership that the shortage and Medicaid access are tightly linked — a pattern that will be familiar to anyone who’s read about community health access gaps in other states.
It’s not only short-term recruitment incentives. Connecticut has made a real, large-scale bet on training its own pipeline: Quinnipiac University opened a $100 million medical school specifically designed to promote training for underserved-area practice. That’s a genuinely significant infrastructure investment, in the same spirit as East Carolina University’s dental school being built specifically to address North Carolina’s rural dental shortage — a state deciding the fix has to include producing more of its own physicians, not just recruiting existing ones.
Connecticut also maintains its own state Primary Care Office, whose stated mission is to improve access to care for residents in underserved areas through research, planning, and coordination with HPSA designation efforts — a dedicated state body whose entire job is tracking exactly the kind of gap this piece describes.
Connecticut’s broader shortage designations back up why the state is treating this seriously. Six of Connecticut’s eight counties — 75% of the state — are designated Mental Health Professional Shortage Areas, with an average HPSA severity score close to the national average. That’s not an extreme outlier compared to the rest of the country — but it does confirm the shortage is broad-based and geographically real, not confined to one or two isolated pockets, which is consistent with a state legislature actively debating multiple bills to address it in the same year.
Put together, this is a state that has identified OB/GYN by name as a specialty it needs, is actively using federal visa mechanisms and considering new financial incentives to recruit for it, and is simultaneously building long-term training infrastructure to reduce the need for recruitment at all. That’s a different situation than a vague, unspecified “shortage area” — it’s a named priority, backed by legislative attention and public acknowledgment from the state’s own health officials.
For an OB/GYN evaluating a community-based role in Connecticut, that context matters. It’s not a quiet, easily overlooked need — it’s one the state has decided to name specifically and act on, which tends to come with more institutional support, more attention to the financial case (loan repayment, visa sponsorship where relevant), and less of a sense that the position exists in a policy vacuum.
